Tajikistan

Legal policy starting point
Tajikistan has been seeking to implement rule-of-law structures since becoming independent more than 20 years ago. This concerns extensive reforms on the protection of human rights, on the independence of the judiciary, as well as in the field of substantive and procedural civil, criminal and administrative law. The Tajik Government has adopted reform projects in three-year programmes with a variety of foci since 2007.
Legal cooperation
The interest of the Tajik Ministry of Justice in legal cooperation with Germany was presented to the IRZ Foundation via the Federal Ministry of Justice. The IRZ Foundation thereupon invited a delegation led by the Tajik Minister of Justice, to undertake a fact-finding visit to Germany, during which talks took place with representatives of central judicial institutions, including the following institutions, amongst others:
- Federal Ministry of Justice
- Constitutional Court of Berlin
- Federal Bar
- German Association of Judges
- Committee on Legal Affairs of the Bundestag
- Senate Administration of Justice of the Land Berlin
The starting points for initial cooperation were discussed in the course of these meetings.
Outlook
Events are planned in 2012 in cooperation with the Tajik Ministry of Justice. Topics are the law on coercive execution and civil law in Tajikistan and in Germany. Moreover, discussion continues to explore which further cooperation partners and activities from the envisaged areas such as constitutional law and the administration of justice can be considered for future cooperation.
